Constitution of Technology Development Board (Tdb)

Technology Development Board Act, 1995 (TDB Act., 1995):

The Technology Development Board (TDB) has been constituted vide an Act of Parliament called Technology Development Board Act., 1995 which received the assent of Hon’ble President of India on the 16th December, 1995 and was published vide The Gazette of India (Extraordinary, Part-II) notification no. 44 of 18th December, 1995.

The Act provided for the constitution of a Board for payment of equity capital or any other financial assistance to industrial concerns and other agencies attempting development and commercial application of indigenous technology or adapting imported technology to wider domestic applications and for matter connected therewith or incidental thereto.

TDB came into being w.e.f. 1st September, 1996 as a statutory body of the Department of Science & Technology.

The Board consists of Secretaries to the following departments in ex-officio capacity; four nominated private members and Secretary, TDB as Member Secretary in ex-officio capacity:

Composition of Board:

  • Secretary, Department of Science & Technology – Ex-officio Chairperson
  • Secretary, Department of Expenditure – Ex-officio Member
  • Secretary, Department of Industrial Policy and Promotion – Ex-officio Member
  • Secretary, Department of Scientific and Industrial Research – Ex-officio Member
  • Secretary, Department of Defence Research and Development Organization – Ex-officio Member
  • Secretary, Department of Rural Development – Ex-officio Member
  • Secretary, Technology Development Board – Ex-officio Member Secretary
  • Four nominated members by the Central Government

Section 6 of the TDB Act, 1995 says:

The Board may- 

(a) provide equity capital, subject to such conditions as may be determined by regulations, or any other financial assistance to industrial concerns and other agencies attempting commercial application of indigenous technology or adapting imported technology for wider domestic applications;

(b) provide financial assistance to such research and development institutions engaged in developing indigenous technology or adaptation of the imported technology for commercial application, as may be recognised by the Central Government;

(c) perform such other functions as may be entrusted to it by the Central Government.
